The kind of speaking up that matters most is the kind that costs you

What this entitles us to say

A meta-analysis distinguishing promotive voice - suggesting improvements - from prohibitive voice - pointing out problems and wrongdoing - and finding that promotive voice is positively associated with job performance while prohibitive voice is negatively associated with it.

What it found

A meta-analysis separating two forms of constructive voice and testing whether the distinction matters. It does - the two forms differed significantly in their associations with over a third of the antecedents examined, including felt responsibility, psychological safety, ethical leadership and leader openness.

The outcome finding is the one that matters: promotive voice has a positive association with job performance; prohibitive voice has the opposite.

Why it matters here

This is the sharpest single finding in the Motivational region, and it is what makes Courage a real trait rather than a slogan.

Courage fuels courage, the book says. This tells you what it is fueling against. The organization rewards the suggestion box and penalises the person who says the thing is broken - and it does so through the ordinary machinery of performance ratings, not through anything anyone would recognize as retaliation. A leader does not have to punish a truth-teller for the truth-teller to be worse off.

Two direct consequences for the program:

- For the leader tier: if prohibitive voice tracks with lower ratings, then a leader's stated openness is worth nothing next to what their ratings actually reward. The module's exercise should be a leader looking at who raised the last real problem and what happened to them. - For the assessment: courage self-ratings will be inflated, because intent is cheap - see EV-0040.

The link to psychological safety (EV-0034) is the mechanism. Safety is what lowers the price of prohibitive voice, and it is set mostly by the leader.

The limits

Correlational, and performance here is largely supervisor-rated - so the prohibitive-voice finding may say as much about how managers judge the messenger as about the messenger's actual work. That reading is arguably worse for the organization, not better. Voice is measured in aggregate across very different workplaces. Verified to abstract level.

What we do not say

"Speaking up gets you punished." The association is with supervisor ratings, is correlational, and varies by context - including by how much psychological safety the leader has built.
